Home Poverty SDG Goal 1
1

No Poverty

End poverty in all its forms everywhere by 2030

Target 1.1: Eradicate Extreme Poverty

By 2030, eradicate extreme poverty for all people everywhere, currently measured as people living on less than $3.00 a day at 2021 purchasing power parity.

Indicator 1.1.1

Off Track

Proportion of population below international poverty line

Disaggregated by sex, age, employment status, and geographical location (urban/rural)

10.1% Global poverty rate (2025 est.)

At current trajectories, 7.3% of the world will remain in extreme poverty by 2030—missing the zero poverty target.

Target 1.2: Reduce National Poverty by Half

By 2030, reduce at least by half the proportion of men, women and children of all ages living in poverty in all its dimensions according to national definitions.

Indicator 1.2.1

Mixed Progress

Proportion of population living below national poverty line

Each country defines its own national poverty threshold based on local cost of living and development context.

Indicator 1.2.2

Mixed Progress

Proportion living in poverty in all dimensions

Multidimensional poverty measures that go beyond income to include health, education, and living standards.

1.1 billion In multidimensional poverty (MPI, 2025)

Target 1.3: Implement Social Protection Systems

Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable.

Indicator 1.3.1

Some Progress

Coverage of social protection and labor programs

Percentage of population covered by at least one social protection benefit, disaggregated by sex and vulnerable groups.

Social protection is critical for building resilience and preventing people from falling into poverty during shocks like pandemics or economic crises.

Target 1.4: Equal Rights to Economic Resources

By 2030, ensure that all men and women, in particular the poor and the vulnerable, have equal rights to economic resources, as well as access to basic services, ownership and control over land and other forms of property, inheritance, natural resources, appropriate new technology and financial services, including microfinance.

Indicator 1.4.1

Limited Data

Access to basic services

Proportion of population living in households with access to basic services (water, sanitation, electricity, cooking fuel).

Indicator 1.4.2

Limited Data

Secure tenure rights to land

Proportion of adults with secure tenure rights to land, with legally recognized documentation.

Target 1.5: Build Resilience to Shocks

By 2030, build the resilience of the poor and those in vulnerable situations and reduce their exposure and vulnerability to climate-related extreme events and other economic, social and environmental shocks and disasters.

Indicator 1.5.1

Off Track

Deaths and affected persons from disasters

Number of deaths, missing persons and directly affected persons attributed to disasters per 100,000 population.

887M Poor people exposed to climate hazards (2025)

Nearly 8 in 10 people in multidimensional poverty face exposure to extreme heat, flooding, drought, or air pollution.

Indicator 1.5.2

Limited Data

Economic loss from disasters

Direct economic loss attributed to disasters in relation to global GDP.

Target 1.a: Mobilize Resources for Poverty Eradication

Ensure significant mobilization of resources from a variety of sources, including through enhanced development cooperation, in order to provide adequate and predictable means for developing countries, in particular least developed countries, to implement programmes and policies to end poverty in all its dimensions.

Indicator 1.a.1

Mixed Progress

ODA grants on poverty reduction

Total official development assistance grants from all donors focused on poverty reduction as a share of recipient country GDP.

Indicator 1.a.2

Some Progress

Government spending on essential services

Proportion of total government spending on essential services (education, health and social protection).

Target 1.b: Create Pro-Poor Policy Frameworks

Create sound policy frameworks at the national, regional and international levels, based on pro-poor and gender-sensitive development strategies, to support accelerated investment in poverty eradication actions.

Indicator 1.b.1

Mixed Progress

Pro-poor public social spending

Pro-poor and gender-responsive development policies and budget allocations prioritizing poverty eradication.

Successful frameworks integrate social protection, job creation, infrastructure investment, and climate adaptation into cohesive poverty reduction strategies.

2030 Outlook: Can We Meet the Goal?

The COVID-19 pandemic caused the first increase in extreme poverty in a generation, pushing 50 million more people below the poverty line in 2020. While progress has resumed, the pace is too slow to meet the 2030 target of zero extreme poverty.

Current Projection

If current trajectories persist, 7.3% of the global population (approximately 600 million people) will still live in extreme poverty in 2030—far from the SDG target of zero.

What Needs to Happen?

  • Accelerate in Sub-Saharan Africa: With 67% of the world's poor, dramatic progress in this region is essential
  • Climate adaptation: Protect poor populations from increasing climate shocks
  • Social protection expansion: Universal coverage can prevent vulnerable populations from falling into poverty
  • Inclusive economic growth: Job creation and livelihood opportunities for the poorest
  • Debt relief and development finance: Enable poorest countries to invest in poverty reduction
